I thought this was pretty odd when I first spotted it by the parking lot, so I hunkered down on my haunches to take a photo. Eventurally, I went around to the other end, where there was an Italianate name inscribed. So presumably the point of view applies to the person named, not to the person squatting down to read the inscription.
As for the chain, apparently people do steal picnic tables from state parks.
