I don't know for sure. I took the picture on Monday, December 29 in Lincoln City near Roads End.

It was as tall or taller as my husband who is 6'3". It was pretty amazing to see sitting there.

Kinda looks like it might be from a submarine?

Not sure RoseCat, but friends on FaceBook called it a buoy. Whatever it is, it was at sea a long time. Not shown in pic but the end had lots of barnacles.
