Try out AutoPainter2 I think it has the chalk output. It produces some very cool results.
The new JixiPix app Artoon cold be used as a step in the process.
If you are really artistic you could use these two apps and hen something like Procreate to finish it off.
Maybe even use ToonPaint and blend its output with the output from the first two apps I mentioned.
Glaze output can also be merged with ToonPaint output to produce something similar.
