I didn't take a real close look, but I think so. The building was certainly old enough to have that many layers.

I’m almost 99% sure this is the same Godzilla as your smaller one.
A Japanese import from the toy company Bandai based on his 1st film appearance.

I think even Bandai has stuff made in China, so yours might be genuine, too.

He wasn’t available at Toys R Us or any other big chain stores.
You can see him new w/ his tags on EBay if you search “Bandai Godzilla 1954”

I'm the other way around, I prefer the B/W version, more of a supernatural crackle in the atmosphere.
