Not from a user end - maybe totally eliminating tags would do it, but that defeats the purpose. at least for me, of participating in Hipsta challenges etc.

I find it curious that Instagram isn't publicly saying that they are working on controlling it - it seems like there are things they could do, such as write a script to pick up a lot the machine created users, add a "captcha" phrase when clicking on "follow" someone, there have to be things they could do. If I were them I'd loudly proclaim that they are trying.
