I came up with oil drum bench.
It looks a lot like some wood stoves I have seen except it lacks a chimney pipe. But the 4 legs and flat top are exactly like barrel wood stoves I have seen.
Yes it could be a blast resistant container to put suspicious packages into. Noting how the door opens inward.
