I'm guessing some kind of funky art installation.

Yes, it was an art installation in the middle of no where in South Africa. When you go east along the south coast of South Africa, you have two choices. Most people do the coastal route but we decided a couple of years back to do the inland route called Route 62. It was fantastic and now we tend to do it going East every time. This was in Barrydale which is a really quirky little town. Google South Africa Route 62 and you will see the stunning scenery.
