It's sleeping, for sure. I love the feeling I get walking around and it's almost totally empty (there's a handful of people on bikes or walking, but literally just a handful; and a few people working/repairing things.) It doesn't feel scary at all... maybe because it's sunny, the ocean is right there, and there is the occasional person. But I suppose I've always been attracted to that... I remember being around 9 years old and loving the feeling I got riding my bike on quiet empty streets, or around a closed-for-the-weekend school.
